في الـ 30 تشرين الأول/أكتوبر، اجتمع 150 رجلاً وامرأة في جنيف لإطلاق أعمال لجنة دستورية ذات مصداقية، متوازنة وشاملة للجميع، بقيادة وملكية سورية وبتيسير من الأمم المتحدة. 50 عضواً قامت بتسميتهم حكومة الجمهورية العربية السورية، و50 عضواً قامت بتسميتهم هيئة المفاوضات السورية، و50 عضواً من المجتمع المدني والخبراء والمستقلين من داخل وخارج سوريا يشكلون ما يطلق عليه الثلث الأوسط.
