Inclusive, free and fair elections are a core element of the Syrian-led political process envisaged by Security Council resolution 2254 (2015). The Office of the Special Envoy is mandated to engage with electoral processes that are conducted in accordance with a new constitutional framework and that will be administered under the supervision of the UN. A specific focus of the office’s engagement is to ensure the participation of all eligible Syrians in the electoral process, including those who reside outside of Syria, and enabling the meaningful participation of women.
